if you are using winrar, open the .rar or 7zip with winrar, look at options on the top of the application, search for "name encoding" then a drop down menu will appear there. just select japanese and it will extract with JP encoding on your next extraction

I finally got past the audio loading issue. I used a combination of bandizip on jp language, and the mega download. I dont know if i just got lucky but nothing else would work.
